BH-BL’s average tax rate of 0.15% comes in much lower than expected

At its August meeting, the Board of Education adopted the 2016-17 property tax rates for the BH-BL school district. The weighted average tax rate increase is 0.15 percent, which is lower than the estimated 0.65 percent tax rate increase that had been predicted in May during the school budget vote. This lower than estimated increase can be attributed to more rapid than expected growth in overall property values.

“We have seen significant new construction within our district boundaries which helps to lower the impact of taxes on residents” said Assistant Superintendent for School Support Services Christopher Abdoo.

Tax rate changes for each town

Because of changes in equalization rates, the impact of school taxes is felt differently in the four towns that make up the BH-BL school district. Equalization rates are set by the New York State Office of Real Property Services (ORPS), which is a state agency that calculates equalization rates each year in an effort to spread the tax burden across a school district from town to town as fairly as possible.

This year, Ballston’s equalization rate grew by 0.31 percent, Charlton’s and Clifton Park’s remained the same, and Glenville’s decreased by 1.05 percent. These figures translate to tax rates decreasing by 0.43 percent in Ballston, 0.12 percent in Clifton Park and Charlton, and increasing by 0.95 percent in Glenville.

Tax levy remains the same

The tax levy increase of 1.32 percent, is the same as was predicted in May. And, under New York state’s new property tax levy cap law, the increase is below the district’s maximum allowable limit.

The levy includes $5,010,294 in taxes that will be paid by the state under the STAR program. The overall 2016-17 school budget approved by voters in May is $63,905,956.

Tax bill payments

School taxes are billed annually, and are mailed out at the end of August. Tax bills can be paid from September 1, 2016 through September 30, 2016 without penalty. Payments received in person on or after October 1, 2016 MUST include penalty. The last day of tax collection is on October 31, 2016. Payments received after October 31, 2016 (including checks made with insufficient funds) will be returned immediately and deemed uncollected. The uncollected balance will be turned over to the County to be re-levied on the property tax bill in January.

Where do I pay my school taxes?

There are three options for paying BH-BL school taxes:

Mail-in Payments. Checks should be made payable to the Burnt Hills-Ballston Lake CSD. Mail payment* along with the appropriate bill stub to:

Online Payments. You can now pay your school tax bill online using your Visa, Mastercard or Discover credit card or by E-Check. Please note: To pay with this option, there is a 3% site fee and a $0.50 swipe cost. To pay with E-Check, there is a $4.95 site fee. There is also a 0.5% premium for tax bills that are $2,500 or higher.

In-person Payments. Residents can pay their tax bills at Ballston Spa National Bank, Burnt Hills Office, 770 Saratoga Road, Burnt Hills, NY 12027

Bank Hours:
Monday-Wednesday: 9 a.m. to 3 p.m.
Thursday: 9 a.m. to 5 p.m.
Friday: 9 a.m. to 6 p.m.
Saturday: 9 a.m. to 1 p.m.

This option is only available during the months of September and October. In order to make your school tax payment in person, you must bring your entire bill with you. Drive up service is not available for school tax payments.

What should I do if I find an error or missing exemption on my tax bill?
