District Seeks Community Members to Serve on Upcoming Referendum Committee

Every five years, the BH-BL School District asks residents to vote on a referendum that includes projects focused on renovating, maintaining, and improving the condition of district facilities. These projects typically relate to the critical infrastructure within our school buildings such as roofing, flooring, heating systems, etc., as well as modifications to the learning environment that support district academic initiatives. The most recent referendums, approved by district voters in 2013 and 2018, were aimed at improvement and renovation projects to bring our facilities into the 21st century. The upcoming referendum will likely be concentrated primarily on the critical infrastructure of BH-BL’s buildings.

More specifically, the upcoming referendum, anticipated for October 2023, could include projects within areas of our building that are showing the most wear and tear from everyday use by more than 3,100 students and 600 staff members, as well projects that replace poorly functioning and difficult to repair systems and maintenance equipment.

The scope of the project, however, has not yet been determined. The first step in the process is to establish a Referendum Committee. These committees are typically composed of district staff, board members, students and community members. The committee is currently expected to meet twice a month from January to June 2023 to review project proposals identified by district faculty and staff members as well as bring up any new proposals that may not have been previously identified. The committee will also review the financials associated with each project and discuss the district’s current debt schedule, cost allowance, state building aid ratios, and aided project vs non-aided project, as well as listen to presentations from architects and engineers. From there, the committee will prioritize the projects and make recommendations to the Board of Education for their feedback.
